Biography

Andrew Hutchens is a post-doctoral research associate with the Center for Energy, Transportation, and Environmental Policy at the Baker School of Public Policy and Public Affairs. His research focuses on energy economics, environmental and resource economics, and industrial organization, with additional interests in transportation and urban economics.

Hutchens’ work examines critical questions at the intersection of energy systems, environmental outcomes, and market behavior. His recent research includes analyses of battery energy storage systems and grid congestion, electric vehicle charging infrastructure, and the role of markets and technology in power plant responses to environmental stressors. He has published in Ecological Economics and has multiple working papers addressing emerging challenges in energy and environmental policy.

Prior to joining the University of Tennessee, Hutchens gained experience in federal energy and environmental policy through roles with the United States Federal Energy Regulatory Commission and the United States Environmental Protection Agency. He has also held research fellowships and assistantships at North Carolina State University and Duke University, contributing to projects on environmental policy and energy data analytics.
